>> bill: there is a killer on the loose in boston, massachusetts. what will relearn when this briefing gets underway? keep it right here on fox. i'm bill hemmer live in boylston street in boston. >> bret: good evening. i'm bret baier. this is is a fox news alert. we are awaiting a new briefing in massachusetts look at the microphones. search for the most wanted fugitive in america right now. he is the subject of an intense manhunt tonight. a search that's playing out live and in high definition on global television. authorities in and around boston are looking for 19-year-old a college student suspected of involvement in monday's deadly marathon bombings. his older brother previously known as suspect number 1. his name skarnaev was killed in a shootout one of

them in america more than a decade. before the press conference begins. mike tobin is in watertown tonight, good evening, mike. >> bret, there really seems to be just one core activity taking place on the streets of water town and that is that door-to-door search that's being conducted by state troopers. it's being conducted by local police. different municipalities being conducted by army national guardsmen and tactical teams. each of them going door to door searching the house guaranteeing that is he not in that particular house it does not appear that they're working on a grid. it appears that they are developing their own information or choosing based on circumstances, which of the houses they will search. beyond that when we hear from the officials, when we hear from the head of the state police, they are basically are using the media as a tool to speak to

these people in the neighborhoods, telling them to shelter in place, to be safe, to stay home, lock their doors, only open the doors if it's uniformed officer. the net effect is what you see here. you have got a virtual ghost town. this is the main drag. auburn street in the center of town i can show you you have got your starbucks your dunkin' donuts this is where life took place. you have people respecting that order to shelter in place. one thing the authorities cannot tell them is when it will end because it only ends when they have got information on where he is. bret? >> bret: mike, you have been there all day, overnight, hat the intensity changed as the day has continued? >> it really has. different points new information will develop and see a flurry of activity sometimes flash grenades and shots fired at different location.

obviously they have come up with nothing at this point. there is only one person they are looking for. if they have got him it would end, bret. >> bret: mike tobin there live on the scene. we can see the principles of this news conference arriving there about ready to brief at the microphones. we can tell you it has been a long day for these officers going door to door and for the people of watertown as they have shut down, told to stay in their homes. some people this morning went to work. they were told to get back home if they could. and stay there. there you see governor devol patrick. he will start this news conference as he has. >> thank you all for your patience. >> doing the checks here. >> thank you all for your patience. >> >> bret: we will hear from the boston mayor and massachusetts state police superintendent and the watertown police chief as well. we expect to get an update of where this investigation

is. the trouble is they don't know where he is. it's a troubling situation because as overnight indicated both men were armed, dangerous, they had explosives, they may actually have explosives on their body. the one obviously killed overnight this one dzhokhar is believed to be in that area. catherine herridge is here tonight to give us the inside story on this investigation. catherine, as we await this news conference and they may be starting any minute, your thoughts? >> well, tonight, bret, as the manhunt unfolds in boston intelligence community are working multiple lines of investigation. fox news understands that all electronic traffic associated with the brothers is now being scoured including the youtube sites tributed to the subjects which included videos and propaganda. bret? >> bret: okay, catherine, thank you. they are getting ready to start this news conference. let's head there and listen

in. we don't want to miss any of the important information. we do get a lot usually from these events. the governor. >> good evening, everybody. and thank you, the viewers in the area. who have also been very patient. i have colonel alvin give a quick update on what key can say about the ongoing investigation. i have a couple of comments then about the stay indoors request and the t and we will turn it over to the mayor and then chief debo from water down here. first to colonel alfred. >> thank you, governor. good afternoon. i certainly want to thank all of you for your patience. i know you are all tired. we certainly are as well. but we remain committed to this. we do not have an apprehension of our suspect this afternoon. but we will have one. we are committed to that. i want the neighborhood

here in watertown to know that we went through about 20 streets here door to door with our tactical teams. we knocked on doors to ensure that everyone was safe in their homes and that they saw the police on their streets. we did limited searches of their homes to render them safe. we have followed a number of leads this afternoon that have taken us to various places in eastern massachusetts and none of those leads have been fruitful to this point. there is much left to be done, including ballistics and forensics work that will be concluding in boston in the next few days. we also have a scene of here, forensic scene where we had some exploded and unexploded ordinance there that were made safe and removed during the course of the afternoon. that is still ongoing but should be completed shortly. we are going to draw back our tactical teams but the

state police will be providing additional patrols to the town of watertown over the next about two to three days. fort neighbors -- for the neighbors and citizens of this community we are going to have for the chief an additional 10 state police patrols augmenting the watertown police in those neighborhoods three shifts a day probably through monday. so, again, i want to emphasize. this is a complicated investigation that's been led by the fbi. our presence here today was about the safety of the people in the community. we're confident that we did that to the best of our ability. unfortunately, we don't have a positive result at this point. but for the sake of everyone that were hurt or killed during the marathon, or those police officers that lost their life or were seriously injured, we are committed to seeing a

conclusion to this case. thank you. >> thank you, colonel. in light of the status of the investigation here in watertown and the developments, of course, the state endures request is listed, the. >> it is open effective immediately. the mbta effective immediately. we are asking the public to remain vigilant. if you are out, continue to be alert to suspicious activity. unaccompanied or unattended packages and backpacks and so on. remember, there is still a very very dangerous individual at large. but we feel confident, based on what we know about the status of the investigation right now that to that extent we can return to living our lives. again, in the areas where the stay-in-doors request has been in effect, that

request is lifted. but remain vigilant. >> thank you, governor. let me say to the public out there, thank you for your cooperation for the last several hours. stand by was very helpful to us as the very province went to work on this investigation. yes, we do not have the individual arrested yet and brought to justice. we have a lot of leads out there. i would ask the public to continue to cooperate with us. you know, boston will stand tall, will never stand down. my citizens out there in the city of boston, thank you for your cooperation. thank you to the business community who work with us over the last several hours. economic loss for them but together we will get through this crisis. thank you. chief? >> thank you. again, my message is to the community of watertown. it's a little different what we're going to do here. you are going to see saturated patrols.

state police will be out. local communities are going to support us. so we are going to see a big presence, we have searched very thorough search of the 20-block interior. unfortunately as you know, we didn't have any results. we are going to continue to move forward as a community. i can't thank the water town community enough for what you've done, your strength but we need it to continue. as you heard, the crime scene is not done yet. that is not going to be collapsed for another few hours at least. we need you to support. please go about your business. i know there is a lot of events in water town tomorrow and we are going to have them. you are going to see a big police presence as we do that thank you, and please say a prayer for those police officers. thank you. >> one more thing. >> one more point. >> i just want to add there is a photograph of our subject that's been widely distributed. i want to he remind the public that it's there. if you see this individual, please, i want to emphasize

this, do not take action on your own. we want you to dial 911 to your local police department and anything that you might know about this individual, please send that to the fbi tip line. this is very very important. i appealed the other day to the community for your cooperation and you have come through. we need that continuing cooperation to solve. this thank you. >> did he get away? >> part of a larger cell or is he aided and abetted in the other way? >> i think that goes to the investigation. i don't want to discuss the investigation. i will talk about anything that happened here today. [multiple people talking at once] >> any second thoughts about the decisions that have been made since the bombing? >> no. we have -- we're committed to this since 11:30 or 11:00 last night. we have worked through since that time. and we have had people tirelessly walking those streets going door to door up there unfortunately, we

did not have enough people when those shootings took place in order to deal with the first aid issues that were prominent and establish a perimeter at that point in time. >> what happened -- >> chief, do you know where the suspect is or do you believe you know where the suspect is tonight and how you can reconcile armed and dangerous pipe bomb toting individual? >> let me -- may i? >> well, i don't think, first of all, that the instruction lends itself to, you know, simple phrases. right? we are where we were effectively as of monday night or tuesday morning. with a couple of exceptions. one of the suspects is dead. there was a fire fight out here last night. some 200 rounds plofs. so we were very -- explosives. so we were very justified,

i believe, based on what we understood about the investigation in taking what we knew was a a big step in asking people to stay indoors while we went house to house here and in other communities close by to which we believed the suspect or law enforcement believed the suspect could have fled. the investigation has continued to develop. we can't give you all of the reasons, all those developments right now. we will in the fullness of time. we can't right now. but, based on those developments, we feel it is prudent to be able to say to people "you can get back out as long as you are vigilant." >> did he he get away or do you know where he is? >> who is helping you? just the state police or additional municipalities? >> this has been an ongoing effort of the joint terrorism task force. it was from its onset and it will continue to be that. so you have the fbi, the state police, and all of the local police departments, clawgd the boston police department. [several talking at the

same time] >> do you believe the suspect is still in the boston area or has he fled? >> i think i would be -- no, i don't have any direct knowledge that he is here in the boston area but we don't think he would get much further. his ties seem to be here. >> brian right here. >> how and when did you know that they were being islamic suspects? >> well, i think this developed rather quickly last night. and i would wager that most of the activity that was printed in the media yesterday forced them to make decisions or actions to ultimately reveal who they were. >>

somewhat to that we retrieved a surveillance video of the 7/11. they were not involved in the armed robbery of that convenience store. >> do you believe the suspects are still -- and you can talk about any interaction at mit? >> no. i don't want to comment on that because that is a homicide investigation. all of this individual's ties were here in massachusetts. we believe that's the only person we are looking for at this time. >> do you believe he is still in massachusetts? >> or in watertown? >> yes, i believe he is still in massachusetts. >> giving 20 extra troopers to watertown for the weekend. that is the case. >> no. the whole point in providing that extra cover to watertown is for the benefit of this community. we have had this whole community, in fact, the greater boston area as you know shut down today. but, in particular. these folks had a shooting in their neighborhood last night. there was a loss of life up there it was very violent activity.

and so to provide that level of comfort to those folks up there in that neighborhood we are providing or supplementing the water town police department. >> colonel -- [several talking at the same time] >> ma'am, ma'am. >> do you think someone is helping him? >> that would be supposition on my part and i'm not going to do that. >> -- public should be looking for. >> i'm not aware of a mercedes the public should be looking for. >> what you removed from the crime scene today indicate anything about pardon me what the suspect's intentions may have been regarding additional attacks? is there any indication that they wanted to conduct more attacks? >> well, it's clear to us that there were explosives that they had with them last night. they threw those at the police officers that were pursuing them. beyond that what their intentions were would be a matter of supposition and i'm not going to do that.

>> cartel bus that. >> which car? >> the one that has a blown out window in it. the one that you had been looking for. >> that was the vehicle -- >> hun danchts being processed. >> yeah. you are talking about the honda? >> yeah. >> that car is is being processed at this point. its relevance to the case is still not known. >> right here. >> are you fearful, given everything that's gotten going on this past week about vigilante? >> it's not something that i have considered. i'm worried about apprehending this particular subject. he is a very violent and dangerous person. that's our primary concern. >> operating under the assumption that he has a vehicle -- >> -- we don't know of a vehicle that he has. >> colonel, entire city on lockdown, the search for this suspect, what's changed in the last eight hours to where the public, you think the public should

feel safe to go out and this suspect is still on the loose? what is your message to that suspect? >> my message to the suspect is to give himself up, to stop any further violence towards anyone. in terms of where he is at this point, we cannot continue to lock down an entire city or entire state. we are confident that we have done what we can do here in this particular neighborhood in terms of our search. unfortunately that was not fruitful. but we are redoubling our efforts and we are as committed as we were this morning towards apprehending him. >> has anything changed in the last 8 hours? have you found out anything new? >> no. >> giving watertown an all clear that he is no longer in this area. >> i would never give an all clear on anything. again, i want to reemphasize the point that people have got to be vigilant. this is a dangerous person who we believe has killed people. they need to be extremely careful and contact their local police department if they even suspect they

identified. >> gentleman, right here. >> have you secured the suspect's arsenal, his bomb-making material? >> we have done a number of searches this afternoon. that, again, is going to go to the investigation and i don't want to comment on that. >> catch this guy alive? there is a lot of questions -- >> -- i think that would always be law enforcement's preference. but sometimes those things are decisions that they take away from us and we hope that's not the case here. and that's why i'm appealing to him to give himself up and do it more. >> a couple more they were together last night. one was killed and one fled the scene. >> how did they do it. >> on foot. >> i'm not going to get into that again. this is a homicide case we are talking about and i don't want to discuss the evidence in this case. >> two more questions. two more questions. right here. right here. >> colonel, can you tell us a little bit about we have heard while being in a bar one brother ran over the other brother.

can you tell us? >> i think, again, that's going to go to the investigation. i don't want to comment on the evidence. >> should i feel safe to let my kids out of the house? >> i think you should be reassured by the enhanced presence of the state police in the watertown police department being here in your neighborhood. and we are convinced that we did absolutely everything that we could in this neighborhood to ensure this individual is not -- >> where he is? last question, colonel. >> last question. >> how did he get away? >> it's under investigation. >> how did he get away? and do you have a sense of where he is? >> where did he get away? >> he abandoned a car that he had used that was involved in the pursuit from cambridge here to water town last night. in terms of how he got away, he did it on foot. he fled on foot. i don't know where he went specifically after that he abandoned the cower in watertown. >> that's all. we are covering old ground. >> do you have a motive?

>> motive remains under investigation. as i said at the start, much of this remains under investigation. this is going to be the last briefing of the night unless there is significant developments. again, we thank you for your help throughout the day. we thank you for your patience and thank you for standing a still of this is not publicly disclosed. thank you. >> bret: press briefing in massachusetts wrapping up there some interesting information in the q and a section. colonel timothy alben with the massachusetts state police do believe that dzhokhar is still in massachusetts. governor devol patrick saying the shelter in place order has been lifted. people are able to go out of their homes or businesses but they are asked to be vigilant. he also said that transportation, mass transportation around boston is back functioning and will start again. he did say something very cryptic. he said we have developments that have developed over the last few hours, based on those

developments we feel comfortable to do what we're doing now. they were pressed on that and didn't really get into details. only to say that they believe that the suspect, still alive is or still rather out at large. they don't know whether he is alive, i should say. he is still in massachusetts. that's what they believe. you know, just to give a quick time line around 10:00 last night the mit responded to a robbery call at the 7/11 near campus just across the river, the charles river from the marathon bombing site. now, we heard at this press briefing that that was unrelated to the two suspects. that they were not behind that 7/11 robbery, but the bombing suspects, one of them, suspect number 2, dzhokhar was caught on camera. that led them to the 7/11. an officer was shot and killed in his car just blocks away while

responding to the robbery. at 10:30 p.m., police say the suspects carjacked a mercedes at knife point. the car's owner was later released unharmed. a few hours later a gun fight on the streets of nearby watertown left one suspect dead. suspect number 1, tamerlan and started this massive manhunt for a second suspect. there were pipe bombs and homemade grenades thrown out of the car during that let's go back to catherine herridge. catherine, your impression of what we heard at this press briefing and whether this suspect, dzhokhar may have gotten outside this dragnet. >> i think there were four take aways from the news conference perhaps first and foremost that they believe is he heavily armed. we now know that 200 rounds were exchanged and they also had other explosives in that confrontation with police. given the change in the security posture, it would indicate that they belief he has left the immediate watertown area but they have got a search capacity

to go back in if they develop new evidence that he has returned. what they said at the news conference is that his ties are to the watertown area and they do not believe he has any vehicle of his own. they believe he is still in the immediate vicinity. they also indicated that they have had several leads into other parts of massachusetts but at this point, that has washed out. and i think most significantly when asked how they got to these guys, they indicated that by releasing the pictures 24 hours ago and we talked about this on your broadcast last night it can have the effect of forcing them to move or to flee to act in some way that draws attention to themselves. that appears to be what the tipoff may have been, bret. >> bret: catherine, very quickly. what i don't understand yet is how after this fire fight and the bomb throwing, the pipe bombs and the homemade grenades and exchange with police how dzhokhar tsarnaev escapes? how does he get out of that

standoff? i don't fully understand that yet. >> what they said at the news conference -- they said twice he escaped on foot. he abandoned a car they said in watertown and escaped on foot. it does seem to be, based on the news conference that his ties are to watertown. so this is an area that he is familiar with and very comfortable with and he would have the advantage on foot. >> bret: okay, catherine, thank you. house homeland security chairman republic mike mccaul of texas has access to the latest information. he is here with us this evening. first, mr. chairman, thanks for coming back. your thoughts after hearing this press briefing about this man hunt and what they are dealing with. >> i think they have relative confidence where he may be and that's why they are opening up the city. again, they can't clamp down this city for more than 24 hours. like you, i'm a little bit astounded that he he escaped the scene after the carjacking event. but i remain very hopeful and positive that they are going to appear prehend him within the next 24 hours. i do think the release of

the video by the fbi joint insurgent task force was a great idea. texas at the indicted the case to the point where one of the terrorist is dead and the other one is on the hunt. i personally think that he is within the sights now of the law enforcement. >> elisabeth: it's amazing how calculating these two were, living within a half a mile where they placed the bombs monday, according to the fbi at the marathon. at the boston marathon. they also were armed to the teeth even last night with these pipe bombs and homemade grenades. do you think that meant something about a second wave or another round of attacks? >> i think it is very like ly. most people thought the risk of flight. we were talking about that right? they actually stayed in the boston area. when the house was searched, they found all the explosive devices, pipe bombs, and they have been laying them out in the street trying to get rid of them. but my -- now i'm speculating but i think it's very likely that they may have been planning for

a second wave of attacks. in the area. which is very, very dangerous. >> bret: now, we have the travel records of the older, 26-year-old tamerlan tsarnae much v last year he traveled out of the country for six months went to jfk to moscow. we don't know where he went exactly overseas. what is your thought about that and what that means? >> bret, this is the most deserving piece of the puzzle that i have put together myself. and it's my theory, but the information i have been briefed on, putting it together when the older son visits the father, we found out he went through moscow down to where his father lives which is in the checken region. why is that important? as catherine mentioned, the chechens, fiercest jihads out there. they have joined forces with al qaeda in pakistan and afghanistan. my concern is if the older son went over there last year in january, returned six months later in july,

my fear is that he was radicalized and trained when he was over there at that time. why do i say that? because the first thing he does when he comes back in august is puts on his new youtube site as catherine mentioned a bunch of jihadist, you know, prosthetic will he advertising. the question is when and how he got radicalized. he did. where and when did it happen? likely it happened in the six month period when he is over in a very dangerous part of the world. nine months later he conducts the most successful terrorist operation since 9/11. >> bret: do you think other people helped, he besides your theory about the training overseas, do you think in the u.s., there are other people involved? >> that is the big question. you know, back to my federal prosecutor days, if i was a u.s. attorney, i would be casting a wide net to find out is there more to this cell than just

these two individuals? are there others in the boston area that may have helped plan and prepare for this attack? i think that's one of the biggest threats to the boston area. i do think in terms of influence and training, which they clearly -- i mean, when you are building the pressure cooker device, this is a signature ied that comes right out of pakistan from the taliban in pakistan. the suicide vest that they had discovered he was wearing, right? how did he learn how to make a suicide vest? and then pipe bombs in his apartment. those are all al qaeda tools of terrorism. and it was located, you know, with these two. i believe they were radicalized and i think it's very probable and likely it happened that when he visited his father which i think the father is a key in this investigation as well and the influence when he visited over in chechnya. >> bret: mr. chairman thank you very much for coming back. in we look forward to getting updates again. >> we have a profile of the

tsarnaev and his deceased older brother tamerlan. amy kellogg has background from london tonight. >> the suspect two suspects were named by police today as ethnic chechens and brothers. on the left tamerlan tsarnaev 26 years old killed in a shootout with police last night. on the right 19-year-old dzhokhar still at large. they had lived in the united states for about 10 years. intelligence services say dzhokhar tsarnaev has a social media web site page world view of islam and personal career and money. there are also links to apparent jihadist videos. their paternal uncle spoke to reporters visually outraged by what had occurred. >> he put a shame on our family. tsarnaev family. he put a shame on the entire chechen ethnicity. >> we spoke with the suspect's father a lawyer in afghanistan. he claims he was a boxer. the daughter of a 3-year-old daughter and

jazz musician and dzhokhar was training to be a dentist. >> >> thepect's aunt also cast doubts on accusations against them. i'm suspicious this was staged. the picture was standle. >> he went to school number 1 next to chechnya and the head master of this school confirmed. this the family then moved to the united states. dzhokhar went on to graduate from the prestigious cambridge latin school after which he won a community scholarship to go on to college. friends and neighbors say they did not suspect that evil might have lurked in the two suspects. described by one woman as cordial ands who pits who pitted tab. >> shocked. i fell on the floor

actually. if they do turn out to be the bombers responsible for so much death and destruction in boston, no motive has yet been established nor have any current links with chechnya. bret? >> bret: amy, thank you. tom johnson is a terrorism analyst and senior fellow at the foundation for defensive democracies. let's talk to him for a few minutes. he is in new york tonight. tom, let's start about what you think about what you have seen so far about the history of these two men, what they have put up on their web sites respectfully and the tie to chechnya and radical islam. >> it's going to take time to piece together the full story there are still facts out there we don't know including their travels abroad. a key window into their ideology comes from the social media web pages. and, in particular, the older brother on his youtube page had a number of jihadist videos, some of

which are very similar to the type of propaganda that al qaeda puts out. >> bret: you say that. what kind of stuff? >> well, in particular, one video talks about the black flags. a key part of the al qaeda ideology, jihadist ideology is the idea that this battle is going to be fought in afghanistan, pakistan, iran, and parts of central asia. and this is really the first battle of their armageddon. it really their success against the west and the infidel starts there. this is erie type of propaganda. eerie part of their ideology. this was clearly on the older brother's youtube page. >> bret: we should point out this does not mean that they are al qaeda. it does not mean that anyone outside the country is giving them direction. they could be two lone wolves if you will working together. but we have seen some radicalization towards of the ideology where they think they are going after a -- the ultimate goal of

jihad against america before. >> that's right. it's actually right. this is just one part of the story. you really have to piece together a number of other dots we have put together and connect before we can tell the full story. this is just subjective at least on some occasions the brothers were sympathetic to the same underlying ideology spread around the globe. doesn't mean they are al qaedaened or connected to al qaeda group. certainly suggestive of the type of ideology that they shared. >> bret: yeah. the fact that as you heard the chairman of the homeland security committee say that he is suspicious of the six months last year where tamerlan goes to russia but sees his father in the chechnya area. your thoughts on that. >> well, that is clearly sticks out as the number one suspicious red flag in what we are hearing about the brothers' biographies. one of the common threads we see in successful terror plots in the west is to

successfully travel abroad and receive training. think about the 7/7 bombers there is this common pattern but more often than not noter occasion necessity to go abroad. receive the training and come back and execute the plot. >> bret: what about the radicalization within families and how this younger dzhokhar may have been, well, i guess recruited for a better word by his older brother? >> the family link is important throughout the jihadist world, including al qaeda and related terrorist groups. i found in my data set when i have explored family connections about 15% to 20% of time joint family members will also join the same terrorist organizations or recruited to jihad by fellow family members. >> bret: i don't know if you heard the press conference but they have listed the shelter in place. they have started the mass transportation in boston again. your thoughts about next steps for dzhokhar if, in fact, he has had some kind of training some place in

by terrorists or others? >> well, you know, the most troubling thing i have heard so far is actually what congressman mccaul said to you in the last segment is the presence of the suicide bomb jackets. that's very troubling. that suggests that they are thinking about the dzhokhar is thinking about going out with a fight and taking others with him. that's -- we don't know that for sure but that's really the most troubling thing i heard so far. the other thing congressman mccaul said that is key and important it does take training and expertise to build a successful suicide jacket or belt. so we don't know that for a fact but that's something we really have to pay attention to as this goes forward. >> bret: that perked my attention too. tom jocelyn, thank you very much. >> thanks, bret. >> bret: we do want to update you on the other major explosion this week, a big story out west. 14 bodies have been pulled from the rubble following the fertilizer plant explosion in the town of west, texas wednesday night. at least three of the dead are firefighters as you look at that blast. the firefighters were

battling a blaze when that explosion happened. more than 200 people were hurt. >> our hearts are out for the families that have lost individuals. we are probably blessed in a way that we didn't lose more people than we did with that large of an explosion. >> bret: with all the coverage in boston, it gets overshadowed today but it is a huge story, especially for that community. we will talk about all the day's developments in boston when a special fox all joine fox me after the break. as you can imagine it's been a long and tough day for law enforcement in the boston area confronting the two suspects overnight. killing one, now searching for the other. here is what some of that sounded like. i think the real question is the motive. and right now the evidence very strongly points so self-radicalized young men acting in the name of jihad. two kind of chechen terrorism. there is nationalist and religious. nationalists ones who are in chechnya fighting against the russians in a long, drawn out war twice suppressioned by russia and in response to the brutality of the russians have launched some of the most grizzly terrorist attacks of our time the one on the theater in moscow and the one on the school. there is also a second kind of chechen. not nationalists, but the one you find in afghanistan and iraq and some are reported in syriaened at bawl balkans. if you are a nationalist, there is no reason you would be killing americans. if you are a jihadist then

americans are the enemy. >> bret: leon that jihadist tie goes back a number of years. >> definitely. ayman zawahiri came to chechnya in 1996 looking for a base for al qaeda. >> bret: zawahiri number 2 in al qaeda. >> at that time, yes. he was put in jail because nobody knew who he was he was put in jail for visa violation. what happened also in 1999 and this came out in the trial of one of the master minds of 9/11 in hamburg the three mastermind pilots of 9/11 traveled to kandahar specifically to train to fight in chechnya. at that time the al qaeda leadership told them we have enough person in chechnya. we have other plans for you. so it goes really deeply. >> bret: general, i want to talk to you tactically. i know militarily is different than operationally inside the u.s. the challenge of trying to find this guy right now if

he has had training and he is, you know, basically a dog backed up against a wall? >> well, hiding is one thing. and he can probably successfully hide for a period of time. but he has got to move at some point and then he is vulnerable. they all know that they have great surveillance out there. it's a matter of time in my mind until they get him. >> bret: he may have been injured in this fire fight we should point out. he would be hold up. he could be dead. we don't know. your thoughts in hearing the press conference and where things stand. >> first of all, i think 12 years it's been since we have had something like this i think we have got to remind ourselves, new policies, the better organization we had really deserves some credit. some of the interrogation that we did to prevent previous acts of violence have been quite successful. the american people are resilient enough to deal

what was your take? what did you come away with. >> the older brother tamerlane really had a harder edge. what was of interest to me is the 19-year-old dzhokhar and there i found two interesting things. career goals he said money and advancement. two things, there was a video that he reported that portrayed very brutal, very graphic video that portrayed the conflict in syria as a conflict between infidels who kill innocent muslims. so clearly he had that. and there was one video that was directed against a moscow backed dictator in chechnya. not against russia. not against the united states but against ramadan these four things give you some clue as to why he was that involved.

one other thing, he spent, at the most, a few months in chechnya: he was born in kyrgyzstan where serbians were shipped by stalin in 1994. it's clear from his web page, it's, you know, russian equivalent of the facebook clear that was romanticizing his historic, sort of spiritual mother land and all the abuse that it took from russia and all the struggle for islam went with that. >> bret: tamerlan is derevived from item -- tamerlane, final thoughts general and then charles? >> this is going to take us relook how we are doing here and certainly process and procedures. overall we are probably going to feel pretty good. american people are going to have a sense of awareness about events like

this. i think we can go on with our lives to be quite frank about it i think we have the resilience to do that have to take a hard look internationally though in terms of what is going on with our strategy dealing with international terrorism, the al qaeda specifically. i think the initial strategy was fine. the rise of al qaeda in the region needs to be relooked. i don't think we have an effective strategy. >> bret: whether these guys are self-radicalized or not. >> it's a shock because it's the first successful bombing attack in 12 years. shocking, secondarily, because we have now hardened our country and able to stop the outsiders like the 9/11 saudi did is who live elsewhere from coming in and killing us. the problem obviously now is the home, is the self-radicalized, naturalize the americans, like the guy who tried to put the bomb in times square and those are harder to find and those are the deadlier ones. >> bret: that is it for the panel. student for stay tuned for some final thoughts.
